Mobile City Council revokes All Weather Roofing and Construction’s city business license

MOBILE, Ala. (WALA) - The Mobile City Council has revoked the city business license of a local roofing company at the center of a criminal investigation.
Council members unanimously voted Tuesday morning to remove All Weather Roofing and Construction LLC’s city business license, meaning it can no longer legally operate in Mobile.
The vote came as dozens of customers showed up to voice their frustrations directly to council members — including customers of both All Weather Roofing and its affiliated company, Window Depot USA of Mobile.
As FOX10 Investigates first reported, Window Depot USA of Mobile’s city business license expired earlier this year — meaning All Weather Roofing’s was the only active license left to revoke.

“This is not a small dispute; it is a community crisis,” said Katie Morrison.
“I want to see somebody else get punished besides us,” said Barbara McCleskey.
Councilman Josh Woods said last week, the attorney for All Weather Roofing and Construction, Jay Ross, sent the city council a letter saying the business would surrender its license to the city — but Woods said that did not happen.
“Sometime Friday, you know, we did receive a letter from their council saying that they intended to, I guess, intended to turn their license back over. But, you know, as of right now, nobody in the city has the license in hand, so therefore it was still an active license. But, you know, today’s action with revoking it, nullifies the fact that that license is out there,” Woods said. “I think there’s no other option at this point given what we’ve heard over a month and a half.”
All of this follows a nearly two-month FOX10 investigation. Dozens of people say they paid hundreds of thousands of dollars for services — and received nothing.
“Where’s our money?” said Gina Hall.
Mobile police are now investigating more than 100 criminal cases against the two companies. Customers report combined losses of more than $900,000 in police reports. When civil filings are factored in, that number jumps to more than $1.5 million.
Public records identify Theresa and Edward “Ward” Fendley as the owners of both businesses.
FOX10 Investigates has uncovered state filings linking Ward Fendley to more than just All Weather Roofing and Construction and Window Depot USA of Mobile. According to the Secretary of State website, Fendley is connected to more than a dozen other entities.
The website shows one of those entities is AWRC Properties LLC, which lists 1172 West I-65 Service Road South as its address — the same address for All Weather Roofing and Construction. FOX10 Investigates is looking into those other entities and will bring updates as more information becomes available.
The Alabama Home Builders Licensure Board website lists Theresa Fendley as the designated qualifying representative for All Weather Roofing and Construction LLC. It also shows the company has an active license that doesn’t expire until the end of this year.
FOX10 News has reached out to the Alabama Home Builder Licensure Board for an update on the company’s license.
As of Tuesday, no charges have been filed against the Fendleys. The Fendleys have not responded to multiple requests for comment. Their attorney, Jay Ross, has also been contacted and has not yet responded.
