Foreign Operations Expansion Project
Potential fraud extends far beyond the United States and Mexico. To that end, Foreign Operations is expanding their focus by establishing communication and partnerships to locate and recover U.S. stolen vehicles in foreign countries other than Mexico. They hope to model repatriation efforts after the process that is used in Mexico. They hope to develop key contacts by partnering with U.S. and local government officials in target countries, and by securing the services of NICB-vetted vendors to aid in repatriations.
West Coast of Africa
The first phase of the expansion project led us to Ghana as it was identified as a potential destination country for vehicles stolen in the United States. Stolen vehicles are illegally shipped from North American sea ports using false documentation, false declarations, and with possible VIN alterations.
Since 2024, Foreign Operations has recovered 30 vehicles from Ghana and repatriated an additional 19. There are open files in five additional African countries, and in an additional eight countries outside Africa.
With this expansion project, Foreign Operations aims to:
• Be recognized as a leading organization fighting vehicle theft and fraud at an international level,
• Represent Member Company interest on a global stage,
• Create strategic partnerships with international law enforcement to aid in the fight against transnational organized crime,
• Gather and evaluate intelligence, and
• Produce and disseminate intelligence products.
