Philadelphia contractor charged with home improvement fraud

Shawn Hagan, of Hagan Home Concepts, is facing multiple charges after police said he took payment from at least three Bensalem and Middletown residents for work he either failed to complete or, in one case, never began.

A Philadelphia contractor was arrested and charged with multiple counts of home improvement fraud after officials said he failed to complete work he was paid to do for at least three residents in Bensalem and Middletown, Pennsylvania.

According to the Bensalem Township Police Department, 46-year-old Shawn Hagan, of Hagan Home Concepts, was arrested this week in connection with a multi-jurisdictional fraud investigation.

On May 18, 2026, police were contacted by a resident who reported entering into an agreement with Hagan to construct an addition to the home at an estimated cost of $72,000. The victim told police he paid Hagan $46,725.

Officials said Hagan began work on the project's foundation but then stopped communicating with the client and did not complete the work.

Ten days later, on May 28, Middletown Police were contacted by a resident who reported hiring Hagan to complete a major home renovation at an estimated cost of $172,700. Hagan was paid $107,566 before any work began, police said.
