Free Allotment for U.S. and Canadian Law Enforcement

Law enforcement from the United States and Canada are eligible for 50 free manuals of a given title year, and manuals thereafter are $1 each.

U.S. Law Enforcement: Select United States (Domestic) in the checkout process, and enter your valid ORI code on the ORI Redemption page. The 50 free manuals per title year are based on the ORI code provided.
Canadian Law Enforcement: Select International in the checkout process, and enter your valid ORI/CPIC code on the CPIC Redemption page. You will be contacted about the shipping cost for which you are responsible.

The NICB Passenger Vehicle Identification Manual is published annually. This manual contains vehicle identification number (VIN) structure and decoding for most U.S. and Canadian passenger vehicles, including light duty trucks, motorcycles/ATVs, and some snowmobiles. The latest manual also includes the previous model year (2025).

Law enforcement can access a searchable, digital version of the 2026 Passenger Manual through the Law Enforcement Enterprise Portal (LEEP) website > Justice Connect > NICB Community.

NICB members can access the digital 2026 Passenger Manual through ISO ClaimSearch > NICB Services > Investigative Materials.

Public/nonmembers: A digital copy is not available outside of NICB members and law enforcement.
